The Former President's Woke Alarm Misses Europe's Real Danger: Technological Decline.

Donald Trump's security policy document offers a misguided view of the European Union. It claims that open-border policies and what it terms "progressive" agendas represent an existential risk to the continent's identity. However, this argument rests on a serious misinterpretation of the situation. The true danger facing Europe is not societal but economic and technological backwardness.

The Stark Growth Divide Separating the US and Europe

The data reveal a stark contrast. From 2008 and 2023, US GDP surged by eighty-seven percent, while a mere thirteen and a half percent increase for the EU. Over this period, EU GDP per capita dropped from 76.5% to just 50% of the US level. Strikingly, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Today, about half of the global 50 largest technology firms are US-based, while only four are from Europe.

The Technological Shortfall: The Core Question

The growing disparity is driven by superior efficiency gains in the US, largely due to technological innovation and better use of resources. The landscape of world technology leadership is overwhelmingly American. In the last fifty years, hundreds of American startups have scaled into companies valued at more than $10bn, versus only fourteen in Europe.

This gap raises a pressing issue: As the competition for future industries like AI, semiconductors, and quantum computing, what is the EU positioned? Most analysts agree it is essentially a contest between two involving the US and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Technological Lag

Several key factors account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile network for financing new ventures. The EU has yet to establish a true capital markets union, a factor that caps the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hinder European business. A US startup can introduce a service under one set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is divided among 27 separate regimes, creating huge market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to advance serious reform. Notable reports on EU competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate incentives and rule changes, Europe's strengths could support far greater degrees of commercial innovation.

Europe still possesses significant strengths: high-quality workforce, excellent education systems, and world-class research institutions. Alongside a large internal market and high savings rates, these elements have the potential to trigger a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation tech, it can still significantly increase economic output by implementing and tailoring advancements from other regions.

An Inflection Point

Europe now faces a critical moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been gradual. But, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could give way to a sudden and irreversible loss of global economic relevance.
